What you can also do is: 1) Use wind (like someone else said to do). 2) Make your 2 lines like said in the Tutorial and then merge them with another text layer and go filter>blur>motion blur and mess around with the settings some untill you find a fit to it. Overall good tut! Not that bad, not 100% but it’s a good start.
